Are you interested in developing a solar project and interconnecting it with Dominion Energy's system? Use the South Carolina Public Service Commission approved processes below. DESC's Standby Generator Interconnection Standard contains the requirements, in addition to applicable tariffs and service regulations, for parallel interconnection to Dominion Energy South Carolina, Inc. (“Dominion Energy”) by non-utility owned standby generation systems, which have a capacity of 200 to 2500 kW and utilize closed transition switches for normal operation, for the purpose of load testing no more than once a month (“Standby Generators”).
Eligibility depends on the type and size of the generator, voltage of the line and location of the Point of Interconnection. Generators greater than 2 MW or not connecting to DESC's Distribution System are ineligible.

In accordance with Section 5.3.1 of Appendix DESC CS of the South Carolina Generation Interconnection Procedure (SCGIP), DESC will begin taking applications during its yearly DISIS Request Window on April 1st until August 29th. Applications must be submitted via PowerClerk at the following link: https://desclargegen.powerclerk.com. This process is followed for all interconnection requests that are ineligible for or fail the Fast-Track Process.

Register for an account at the DESC Generation Interconnection PowerClerk Website for Generating Facilities Greater than 20 kW and complete the “New Generation Interconnection Request”, which is a guided application process. All required fields/documents must be completed before submitting the application, this includes the authorized representative's signature.
The Application Fee / Deposit is based on the size of your project and the interconnection process applied under, as shown above:
The queue number is used to determine the priority for interconnection service and the cost responsibility for the upgrades necessary to accommodate the interconnection. A lower queue number will be studied prior to a higher one.
Whether your project is eligible for Fast Track treatment or will require a more in-depth Study, your Interconnection Request will move through the processes covered by Sections 3 and/or 4 of the SCGIP to determine what facilities or upgrades may be required, leading to an Interconnection Agreement.
After testing, and upon successful inspection by Dominion Energy, receive final approval from Dominion Energy to energize your system.
You may now begin commercial operation.
Pre-Application Requests are optional. However, a Pre-Application Report can provide valuable information on the Dominion Energy system that can be utilized to evaluate interconnection sites without incurring the expense of preparing a full Interconnection Request.
Pre-Application Reports provide only a snap-shot of the requested portion of the Dominion Energy system at the time of the report. A Pre-Application Request does not establish a queue position in the Dominion Energy Interconnection Queue.
If your project fails the Fast Track Process, it can be evaluated under a Supplemental Review Process or the Study Process, whichever is applicable to your specific project.
Fast Track Application Fees are intended to offset Dominion Energy’s cost of evaluating interconnection requests. Application Fees are not refundable.
Study Deposits are intended to offset Dominion Energy’s cost of evaluating and interconnecting generation projects. Dominion Energy will track the costs associated with an individual project. After the project’s completion, Dominion Energy will reconcile the cost to the deposit(s) provided. Dominion Energy will refund any over-collected amounts. If the costs exceed the deposit(s), the Interconnecting Customer will be invoiced for the remaining balance.
