The new market-based pricing Rate Schedule MBR (“MBR Rate Schedule”) is effective for usage on and after March 1, 2020, on a voluntary, experimental basis, under Dominion Energy’s Market-Based Rate Pilot.

The MBR Rate Schedule reflects market-based pricing for generation service in the PJM wholesale market.

Limited Participation

Dominion Energy’s Market-Based Rate Pilot is currently closed to new participants.

Eligibility

Only existing customers eligible for Rate Schedule GS-3 or GS-4, which meet all of the criteria listed below, will be eligible to participate in Dominion Energy’s Market-Based Rate Pilot:

  • The customer receives distribution, transmission, and generation services from the Company at the customer’s service location;
  • The customer has established a monthly peak measured demand of 5,000 kW or more in the most recent 12 consecutive billing months at the customer’s service location;
  • The customer must submit a notarized Officer Certification Affidavit for the Provision of Electric Service in Accordance with the Market-Based Rate Pilot (“Affidavit”), which is signed by a duly authorized officer of the customer. This Affidavit discusses some of the risks to the customer associated with billing under the MBR Rate Schedule. Due to these risks, the Company may require additional documentation of credit.
  • If necessary, the customer may be required to submit a signed Letter of Authorization for Metering Requirements (“LOA”). The MBR Rate Schedule requires special metering that Dominion Energy can communicate with to be installed at the customer’s service location. If Dominion Energy’s existing metering equipment at the customer’s service location needs to be exchanged before the MBR Rate Schedule can be billed, the customer will be required to submit the LOA. The LOA must be signed by a duly authorized representative of the customer, but not necessarily by an officer of the customer.
