We offer a variety of affordable programs that provide the opportunity to support renewable energy and reduce your environmental impact. All of our programs are available to residential and commercial customers, and include the purchase of Renewable Energy Certificates. While some of the differences between the programs are small, no matter which program you choose, you’re making a difference by reducing your carbon footprint.

Residential, commercial and industrial customers in Virginia are eligible to participate in the Dominion Energy renewable energy programs. Customers receiving temporary service or customers receiving service from a competitive service provider are not eligible.
To enroll in Dominion Energy 100% Renewable Energy, customers must have peak loads of 5 MW or less.
Government customers interested in purchasing Renewable Energy Certificates may participate in the Dominion Energy Green Power VEPGA, COV, and Large Federal program.
No. Purchases of renewable energy through Dominion Energy programs are not charitable contributions and are not tax deductible.
Charges for Dominion Energy’s renewable energy programs will appear on your monthly bill as soon as enrollment is confirmed.
For Dominion Energy REC Select, Dominion Energy 100% Renewable Energy, and Dominion Energy Green Power, you may cancel your subscription at any time.
Dominion Energy Community Solar requires a one year commitment. After one year, your subscription will continue month-to-month, and you may cancel with 30 days’ notice.
No. There is no cancellation fee to discontinue your participation in Dominion Energy’s renewable energy programs.
No, nothing will change about how electricity is delivered to your home or business.
If you wanted to receive the specific electrons generated by a specific renewable facility, you would have to string power lines from that facility directly to your organization, which is expensive and impractical. In fact, the electric power grid was created to prevent such a situation. Or, you could install a renewable energy generator, such as solar panels or a wind turbine, on your property and connect your facility to that generator. However, this type of equipment can also be expensive and potentially not feasible depending on where you are located.
The Dominion Energy renewable energy programs are a way for customers to support future growth and development of renewable energy easily and affordably through the purchase of Renewable Energy Certificates (RECs).

Renewable Energy Certificates (RECs) are issued when 1 megawatt-hour (MWh) of renewable energy is generated and delivered to the electric power pool. RECs represent the environmental attributes of the power produced from renewable energy generation. RECs are increasingly seen as the "currency" of renewable electricity and green power markets. They can be bought and sold between multiple parties, and they allow their owners to claim that renewable electricity was produced to meet the electricity demand they create.
For every unit of renewable energy generated and delivered to the regional power pool, an equivalent amount of RECs are created. This process creates a tracking mechanism which ensures that no two customers pay for the same unit of renewable energy generation. When a customer enrolls in a renewable energy program, Dominion Energy purchases RECs to match the equivalent of enrolled customers' purchases. Thus, the more RECs that are sold, the more demand is created for renewable power. As renewable facilities sell their RECs, demand shifts to bring more renewable energy sources online.
No. Renewable Energy Certificates (RECs) are different from carbon offsets. Although each has environmental benefits, they are different mechanisms that accomplish different goals.
Carbon offsets represent a quantity of greenhouse gas emissions reductions that occur as a result of a specific carbon-reducing project, such as methane capture, energy conservation initiatives, or forestry projects. The University of Oxford Environmental Change Institute defines a carbon offset as "[a] mechanism whereby individuals and corporations pay for reductions elsewhere in order to offset their own emissions."
RECs are used to reduce the greenhouse gas emissions associated with electricity use, while representing the environmental benefits of renewable energy generation.
No. You will not receive an actual paper certificate in the mail when you purchase RECs through this program. In utility renewable energy programs like ours, it is not typical to receive a certificate when you purchase RECs because the utility purchases these RECs in aggregate on behalf of all participating customers.
Nonetheless, your purchase means you get to claim the environmental benefits (such as decreased carbon dioxide) of the RECs you purchase, and your purchase still makes a difference in the environment.
Dominion Energy has gone to great lengths to ensure our programs provide customers with a renewable energy product that is of high quality and is thoroughly verified and documented. Renewable Energy Certificates (RECs) and regional electronic tracking system, such as APX, Inc., are used to ensure that no two customers pay for the same unit of renewable energy generation and that the origin of the renewable energy is documented. Once purchased, the RECs are retired on behalf of participating customers in the amount equivalent to the total amount purchased by Dominion Energy customers.
One REC validates that one Megawatt-hour (MWh) of power from a renewable resource has been both generated and delivered to the regional power pool. A purchased REC also documents ownership of the environmental attributes associated with that specific MWh of renewable energy. APX, Inc. is the entity that provides REC creation, metering, tracking, management, and retirement for many North American REC tracking systems. Through web-based software, APX provides every REC with a unique serial number that is recorded in a registry, and then tracked from inception to retirement. These serial numbers allow transparency, accountability, and avoid issues with double-counting.
More than 850 utilities, or more than 25% of utilities nationally, offer green power programs to their customers, similar to Dominion Energy's Green Power program. In 2019, the U.S. voluntary green power market grew to 164 million megawatt-hours sold to 7.8 million customers*.
