The Dominion Energy (DE) Joint-Use Department manages the permitting process for third-party attachments on DE owned poles. Regional Joint-Use Administrators (JUA) oversee pole attachment projects to ensure that attachments are made in a manner that complies with all applicable laws and codes, and with DE’s internal construction standards for its electric distribution infrastructure.
All parties that access and use DE’s poles for the attachment of communications facilities will be held accountable for, and required to remediate, all violations, and all actions or omissions that could impact the safety and reliability of DE's electric distribution system. Large-scale deployment plans require advance notice and consultation with DE to discuss guidelines for overall success.
Dominion Energy allows the attachment of communications facilities, equipment, and devices to its poles, in all cases subject to DE’s prior written or electronic approval. All entities that request to attach to DE poles must have a valid Pole Attachment Agreement in place. All pole attachment requests and overlash notifications must be submitted via the National Joint Utilities Notification System (NJUNS).
Submitted pole attachment (PA) requests and notifications must include full details of the type of attachment, including all relevant site and project scope information (see full list of PA application requirements: Permit Requirements).
If Carrier intends to utilize One Touch Make Ready (OTMR) rules, this intention must be clearly specified in the NJUNS PA request (OTMR Request). Any application that fails to include all of the information indicated in DE’s Permit Requirements and application materials, or that includes inaccurate information, will be returned to the applicant for completion and/or correction.
